Grey to transmit herewith, to be laid before the Marquess of Crewe, copy of a telegram addressed to His Majesty's Minister at Peking, together with his report on the subject of the opening of retail opium shops by foreigners at Hangchow."

Sir E. Grey proposes, subject to the concurrence of Lord Crewe, to approve Sir J. Jordan's action in the matter.
